James Frayer - Background
Forty-nine years ago, Jim and his late wife selected Norwalk as the best place to raise a family. He retired in 2015 after a career of fifty years in Financial Management.
In 2018, he was appointed to the Board of Estimate and Taxation and in 2023 he was elected to the Common Council. He currently chairs the Public Works as well as the Finance Committees and is active on the Community Economic Development, Land Use, Public Safety & Govt. Jim holds seats on the Water Pollution Control Authority and the Historical Commission as well.
Among his accomplishments in his first term:

A new contract for Solid Waste collection which will provide the city with a blueprint for future years to control the costs of dealing with our waste. He has emphasized the expansion of composting and recycling which will help reduce costs.

Working with the Department of Public Works team to study the feasibility of a Stormwater Authority which will control stormwater runoff and possibly reallocate some residential tax impacts. Working with Public Works and TMP have championed the “Complete Streets” concept aimed at traffic calming and sidewalks to improve pedestrian and traffic safety.

Participated in facilitating the dialogue between the City and the BOE to during the budget process. Supported the BET in minimizing the impact of the 2024 real estate revaluation. Worked with the City’s Finance team to ensure City’s credit rating or our Fund Balance(rainy day fund) would remain strong and budgets were adequate. Finally, he has been outspoken about improving departmental operations to recognize efficiencies and cost savings.
His view of Norwalk today is that of a municipality with a firm financial foundation, a home to a populus that thrives on diversity, and a city that understands how to manage municipal economic development for a sustainable future. After fifty years in this city the future still seems bright! Jim believes he can continue to serve as an effective conduit for the citizens of District E and the Council.
